Oxford Belarus Observatory (OBO)

Description

The purpose of the Oxford Belarus Observatory (OBO) is to raise awareness and knowledge of current issues and challenges in Belarus, particularly those related to the COVID-19 pandemic and its long-term effects. OBO will utilise insights from Area Studies to support evidence-based policy-making, knowledge sharing, and stakeholder engagement through the following:

  • Comprehensive and rigorous analysis of the impact of and responses to COVID-19 in Belarus
  • Analysis of social, economic, political, cultural, and historical factors influencing contemporary Belarus, contributing to external understanding
  • Engagement with domestic stakeholders whenever possible
  • Timely and reliable production of evidence to address domestic policy needs and external stakeholder initiatives
  • Communication of evidence in a manner that is useful and accessible to policy-makers, national and international civil society, the media, and other non-academic stakeholders.

By fulfilling this mission, OBO will align with the objectives and principles upon which the Oxford School of Global and Area Studies (OSGA) was established. OSGA focuses on interdisciplinary regional studies to enhance understanding of global societies. Through its teaching and research, OSGA combines the humanities and social sciences, emphasizing a comprehensive approach that incorporates historical and cultural understanding alongside contemporary disciplinary methodologies and theories.

The work of the Observatory reflects these principles and commits to the following:

  • Contemporary Relevance: OBO will address the most significant social, economic, political, health, and civil society challenges and opportunities in Belarus.
  • Objectivity and Impartiality: OBO will strive to maintain objectivity, balance, and impartiality while brokering knowledge and promoting understanding.
  • Analytical Rigour: OBO will foster knowledge and understanding of contemporary Belarusian society by employing established scholarly and scientific processes to ensure objectivity and analytical rigor.
  • Stakeholder Benefit: OBO acknowledges the diverse stakeholders, both internal and external to Belarus, across various sectors. OBO aims to represent the voices of these stakeholders.
