RAND Europe is an independent, not-for-profit, non-partisan policy research organisation, and the European arm of RAND. Its mission is to help improve policy and decision-making through rigorous, objective research and analysis, combining knowledge of European policy challenges with global insights from the wider RAND network. Operating from offices in Cambridge, Brussels and The Hague, it engages governments, NGOs, foundations and private organisations across Europe and beyond, delivering over 100 projects per year across defence and security, emerging technologies, healthcare, education and employment. Its methods blend large-scale data analysis and scenario planning with gaming and foresight, used to pinpoint policy paths, evaluate outcomes and design future strategies. Staff bring backgrounds in economics, social sciences and data analytics, representing 21 nationalities and covering 31 academic disciplines.
