The Howard League for Penal Reform is a national charity and membership organisation working for less crime, safer communities and fewer people in prison in England and Wales. Describing itself as the world's oldest prison charity, it combines legal casework (including a team of prison and public lawyers and the country's only dedicated advice line for children and young people in prison) with campaigning and policy work, advising politicians, policy-makers and senior practitioners on prisons and the wider criminal justice system. It works with the media to shape public narratives around crime and punishment, holds consultative status with the United Nations Economic and Social Council, and bases its work on research, publishing the international peer-reviewed journal The Howard Journal of Crime and Justice. It is entirely independent of government, funded by voluntary donations and membership subscriptions.
